Two conference rooms at the University of New Mexico were packed for the town hall hosted by the state Human Services Department.
Many of those that got inside expressed their concern–and in some cases anger–over the pending changes.
The governor wants payment reform, more personal responsibility from recipients and use of a single waiver from the federal government.
